Accountabilities
Dealing with Problems:
· Collates and provides technical support for the implementation of the project within assigned districts
· Puts in place systems to monitor and provide technical soundness in the implementation of the project in assigned districts
· Analyses issues for decision making to strengthen and support delivery of health programs that meets organizational requirements and refer to line manager for approval.
Communications and Working Relationships:
· There is a high contact with community members, children and other stakeholders to develop and implement programs that would meet Plan Tanzania’s health program implementation.
· Maintains high contact with staff working on health program activities at PU or district level to offer support for understanding and implementation of health related activities
· There is a high contact with other partner’s staff to support them with understanding health programs and their support in the implementation of related activities.
Technical expertise, skills and knowledge
Qualification and Experience
· University degree in Public Health, Social Science, Community Development or its equivalent. Master’s degree will be an added advantage
· At least 3 years’ experience as a technical staff in a health related institution.
· At least 2 years similar experience in an international organization similar to Plan

This position entails 60% travelling within communities in the Program Units or project districts.
Level of Contact with Children:
High contact: The responsibilities of this position require the post holder to have frequent one-to-one contact with children. It is expected that extra care shall be taken to protect children at all times.
Accountabilities
- Assist Senior Health Program Manager to design and manage project in the region.
- Conducts community visits to monitor health related activities in project districts and submit report of such visits to ensure quality supervision and monitoring leading to improvement in program delivery. Provides technical review of progress, reviews quality gaps and provides inputs to make improvements.
- Coordinates periodic reviews, including ward and district quarterly health sector reviews to identify success stories and areas of improvement.
- Liaises with the M&E Advisor to prepare and assess monitoring and evaluation reports to identify gaps, strengths/weaknesses, identify lessons learned and use the knowledge gained to guide and improve implementation
- Under the direction of the Senior Health Program Manager, facilitates capacity building of community volunteers to ensure quality and timely delivery of programs and projects. Facilitates training of partner NGOs and project communities
- Facilitates empowerment of children and communities to ensure that health facilities in their communities are improved.
- Conducts regular visits to partners in the district to provide technical support for effective implementation management of project activities.
- Develops and maintains good relation with the Local Government Authorities and organizations/institutions intervening in the sector so as to contribute to overall support to MNCH/SRH at the district level, on-going collaboration and keeping up to date on discussions held with on MNCH/SRH.
- Building partnership relation, networks coalitions and alliances with other stakeholders in the project districts (or Program Unit) to increase program effectiveness.
- Ensures Gender is mainstreamed into all project related activities in the districts and maintain gender sensitivity towards staff and associates of PLAN International
- Ensures Child Protection is mainstreamed into all health related program activities in the project districts in fulfillment of PLAN International’s commitment to protecting children and the marginalized
- Ensures rights based programming in all health related program activities in the project districts to meet goals of PLAN International Tanzania.
- Provides inputs to the Senior Health Program Manager in compilation of best practices and project outcomes.
- Participates in the development of action plans, budget preparation, and provide assistance to implement them to achieve project goals and results
- Prepares and submits quarterly work plans detailing tasks (including monitoring plans) to be undertaken and indicators of performance and prepare progress reports (Monthly, Quarterly, Semi-annual and Annual Reports) for reference and support attainment of objectives
- Fulfils PLAN International’s Child Protection Policy at all times to prevent children from all forms of child abuse
- Performs any other duties to be assigned to support the achievement of project/ organizational goals.
